Staff Review: Diamonds Sports Bar March 9, 1998 Page 2 of 4 Lot Coverage: The site is approximately 16.64 acres in size and City Code restricts building coverage to 35 percent of the lot area, or 724,828 square feet in this case. The size of the proposed building is 8,480 square feet, plus the area of the patio which is 6,240 square feet, the total lot coverage is 14,720 which equates to a 2.03% lot coverage. (The Lighting Plan prepared by Lindell Engineering, Inc, dated February 12, 1998, shows a planned future expansion to the bar and restaurant of 8,080 square feet.) The project will remain in compliance with the lot coverage restriction even with the future expansion. Utilities: The property is not in the Metropolitan Urban Service Are and the facility will be served by an on-site septic and well system. Setbacks: The proposed structure exceeds the 35-foot front yard, 35-foot rear yard and 10-foot side yard setbacks established in the Highway Business District. Landscaping: In accordance with City Code, a 20 foot wide green space is provided adjacent to Traprock Street NW and the proposed future location of Riverdale Road. The Landscape Plan provides for eight pyramidal arborvitae i~ front of the building. Staff recommends more plantings, and more diverse plantings, perhaps along the boulevards. If the conditional use permit for outdoor activities is approved, it is recommended that some trees be established along the west property line also for noise absorption purposes. Screening: The subject property is bordered by Anoka County park land to the south and east, Highway 10 & 169 border the north, and to the west lies vacant land owned by the County for a potential road and bridge corridor. City Code does not require any screening in this case, but Staff recommends fences be constructed to contain sports activities to designated areas on the site. Waste Storage: City Code requires dumpsters to be either stored indoors, or outdoors in the rear or side yard in a completely screened enclosure. The site plan proposes that the waste storage area will be enclosed in a concrete masonry enclosure with cedar gates. Off-Street Parking and Driveways - Design: In accordance with City Code, all driveways, parking areas and loading areas will be surfaced with bituminous and finished with B-612 concrete curbing. Off-Street Parking - Spaces Required: City Code requires one parking space for each three seats in the Restaurant and Drinking area, which in this case would equate to 75 parking spaces. We know that this will not be sufficient for a sports bar with outdoor recreational activities and patio. According to fire code requirements for occupancy capacity, Anoka County has recommended to the developer that he provide 125 spaces. Staff recommends using the greater number (I 25) for calculating required parking for the restaurant portion of the business. Staff
