CASE # 4 <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF THE DIAMONDS, A MINOR <br />SUBDMSION; CASE OF JIM MARTIN <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />The City of Ramsey has received an application for a minor subdivision to be entitled The <br />Diamonds, which consists of a replat of Outlot C in Tooth Acres. The following items are <br />enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City staffreview letter dated March 9, 1998 <br /> <br />Observations: <br /> <br />The purpose of the replat is to replace the outlot designation on the subject property with a lot <br />and block number so that it will be eligible for a building permit; no new lots are being created. <br />The platting process necessary to change the title of the property from an outlot to a lot is subject <br />to the current moratorium on subdividing and rezoning. Mr. Martin has applied to the City <br />Council for an exception to the moratorium in accordance with the process established in the <br />moratorium ordinance. The Council is scheduled to make a decision on the request for exception <br />on March 10. If the Commission is addressing this request for sketch plan approval on March <br />12, it has to be presumed that the exception was granted. If not, staff will be withdrawing the <br />case from the agenda .... <br /> <br />The one lot on the plat is approximately 16.6 acres in size and meets the minimum area, width <br />and depth requirements for parcels in the B-3 Highway Business District. The lot will receive <br />access ~om Traprock Street, which is currently dedicated but unimproved. In addition, Traprock <br />is now designated as a Municipal State Aid road and as such requires a fight-of-way of 80 feet. <br />The current Traprock right-of-way is 66 feet; the platting of this property should dedicate another <br />14 feet to Traprock Street. Development of the site will necessitate upgrading Traprock Street to <br />City standards. <br /> <br />Additionally, the plat should provide for the east/west extension of Riverdale Drive N.W., <br />another MSA road that requires a right-of-way of 80 feet. <br /> <br />A grading and drainage plan will be required with the site plan for development of the lot. <br /> <br />The plat will be reviewed by the Park Commission at their regular meeting on March 12 for park <br />dedication requirements. <br /> <br /> <br />
