CASE <br /> <br /> REQUEST FOR SITE PLAN REVIEW; CASE OF <br /> RADEMACHER COMPANIES AND BILL'S SUPERETTE <br /> By: Zoning Administrator Sylvia Frotik <br />Background: <br /> <br />Rademacher Companies has submitted a site plan for the development of an 8,000 square <br />foot convenience store including gas sales and'a 2,160 square foot car wash at the <br />intersection of T.H.//47 and 153rd Avenue. The following items are enclosed for your <br />information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan <br />City Staffreview letter dated May 1, 1998 <br /> <br />Notification: <br /> <br />Site Plans are not required to be subjected to public heatings. However, a copy of the <br />case was sent to the Ramsey Medical Center, the adjacent property to the east, for their <br />· ~formation purposes. <br /> <br />Observations: <br /> <br />In accordance with Mn/DOT recommendations, the access from T.H. #47 will be a <br />northbound right-in only and will be abandoned when 153rd and #47. is signalized. Three <br />accesses are proposed from 153rd Avenue and this is acceptable to the City Engineer. <br /> <br />The project is proposed to be served by sanitary sewer and municipal water. The utility <br />plans show extending the services through the medical clinic property and agreements <br />need to be in place before this can happen. <br /> <br />The building locations exceed all of the setback from property line requirements. Lot or <br />building coverage is restricted to 35% of the lot area; the project is proposed at a 7% lot <br />coverage. Accessory buildings are restricted to 30% of the floor area of the principal <br />building; the accessory car wash is 27% of the size of the principal building. City Code <br />specifies that exterior wall finishes shall consist of natural or prefabricated brick or stone <br />or pre-cast concrete panels or some other material approved by City Council. The <br />building exteriors are proposed to be a combination of brick and rock faced masonry units <br />which is in accordance with City Code. Some decorative metal panels are proposed <br />above the doors and windows. The waste receptacles are proposed to be stored in an <br />enclosure of brick and rock faced masonry units also. <br /> <br />In accordance with City Code all driveways, off-street parking and maneuvering areas are <br />proposed to be surfaced with concrete and finished with B-612 concrete curbing. Code <br />requires a minimum of 40 parking spaces for the facility; 41 are proposed. <br /> <br />The submittal is deficient of a lighting plan. <br /> <br /> <br />
