CASS # 2. <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A PRIVATE DOG KENNEL TO <br />MAINTAIN MORE THAN TWO ADULT DOGS ON A PARCEL; <br /> CASE OF PHILLIP AND FRANCES TEETZEL <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On May 6, 1998 the City received an application from Phillip and Frances Teetzel for a <br />conditional use permit to maintain a maximum of four adult dogs on the property at 16405 <br />Quartz Street N.W. The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Notification: <br /> <br />Site location map <br />Site Plan <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />In accordance with State Statute, Staff attempted to notify all property owners within 350 feet of <br />the subject property of the request and public hearing. <br /> <br />Observations: <br /> <br />The subject property is approximately 1 acre in size and is zoned R-1 Rural Residential. The <br />applicants have provided a site plan which indicates that the east and south yards are to be fenced <br />in to provide a secured exercise area for the dogs. It should be noted that City Code prohibits <br />anything but decorative fences in front yards. Consequently, the Applicants may have to modify <br />their site plan so that the fencing does not extend closer to the front property line than the front <br />wall of the home. The dogs are raised as indoor dogs and will sleep indoors. However, in the <br />event the applicants decide to build an outdoor kennel structure, the permit has been drafted to <br />require that it be at least 75 feet from any common property lines with adjacent neighbors. <br /> <br />Similar requests have been granted in the past. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the request. <br /> <br />Commission Action: <br /> <br />Motion to recommend that City Council adopt Findings of Fact relating to Phillip and Frances <br />Teetzel's request for a conditional use permit for a private dog kennel of more than 2 adult dogs. <br /> <br /> <br />
