10. 11. 12. t3. 14. 15. 16. 17. That Section 9.02 of the Ramsey City Code defines dog kennel as any place where three or more dogs over three months of age are kept. That Section 9.20.11 (R-1 Rural Residential District) does not establish dog kennels as a permitted use of property in this District. That the Applicants are proposing to maintain four (4) adult dogs on the Subject Property. That the Applicants have submitted a site plan that proposes to fence in the east and south yards as a run area for the dogs. That the site plan submitted does not include a kennel structure and Applicants have verbally stated that the dogs will be kept indoors. That there are other similar conditional uses in the City. That the proposed use will/will not adversely impact traffic in the area. That the proposed use will/will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity of the use or to the public welfare. That the proposed use will/will not substantially adversely impair the use, enjoyment, or market value of any surrounding property. That the proposed use will/will not be hazardous or disturbing to existing or future neighboring uses. That the proposed use will/will not be served adequately by public facilities and services such as highways and streets. That the proposed use will/will not create excessive additional requirements at public cost for public facilities and services, and it will/will not be detrimental to the economic welfare of the community. That the proposed use will/will not involve' activities and uses that will be detrimental to any persons, property, or the general welfare by reason of excessive production of traffic, noise, smoke, fumes, glare, or odors. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: 2
