CASE <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A PERSONAL <br />COMMUNICATION SERVICE TOWER; <br /> CASE OF U.S. WEST WIRELESS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />The City has received an application from U.S. West Wireless to construct and operate a personal <br />communication service (PCS) tower at 9421 Hwy. #10, which is occupied by Instantop owned <br />by Carrol and Frances Welte. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Proposed site plan and related support documents <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Notification: <br /> <br />State law requires that properties within 350 feet of the subject property be notified of the public <br />hearing. Staff attempted to notify properties within 700 feet of the public hearing pertaining to <br />the request. <br /> <br />Observations: <br /> <br />The applicant is proposing to construct a 120 foot monopole tower in the southeast comer of this <br />site. The manned ground equipment will be mounted on a 3' x 12' x 6' rack mounted on a <br />cement base. The tower and equipment will be encompassed by an 8 foot high chain link fence. <br />The ground equipment and fencing will be screened by existing oak trees on the west and the <br />applicant is proposing to plant 7 black hills spruce trees on the south and east boundaries of the <br />site. Staff is recommending that the landscape plan be modified to add a tree or two and plant <br />them in clusters, with some shrubbery for in-fill. <br /> <br />There will be no personnel stationed at the site. No signs will be posted on the tower or cabinets <br />except applicable warning or equipment information signs. The existing site access is sufficient. <br /> <br />The site is zoned Business. The site to the north is occupied by the Burlington Railroad, the <br />adjacent properties to the east and west are also zoned Business, and the site is bounded by Hwy. <br /># 10 on the south. <br /> <br /> <br />
