21. <br /> <br />All costs incurred by the City in executing and administering this permit shall be the <br />responsibility of the permit holder. The permit holder shall maintain a minimum Five <br />Hundred Dollar ($500.00) balance in an escrow account with the City. This escrow shall be <br />used to reimburse the City for expenses incurred in the administration of this permit. At the <br />time the mining operation and site restoration are completed to the satisfaction of the City, the <br />balance of the escrow shall be returned to the Permit, Holder. <br /> <br />22. All grading operations shall be conducted between 7:00 a.m. and 8:00 p.m. on weekdays only <br /> unless otherwise specifically approved by the City Administrator and/or his designee. <br /> <br />23. <br /> <br />The amount of dust or other particulate matter caused by the mining operation shall not exceed <br />the standards established by the Minnesota Pollution Control Agency.
