I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />o <br /> <br />10. <br /> <br />I1. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />20. <br /> <br />That the Applicants have been residing in the City of Blaine for the past 9 years and upon <br />inquiry, a Code Enforcment Officer at the City of Blaine verified that there are no complaints <br />on record regarding the Applicants show dog kennel operations at their Blaine address, but <br />that they were in violation of City Code which restricts the maximum number of dogs to3 in <br />a residential zone with urban services. <br /> <br />That the Applicants are seeking permission to maintain a maximum of 15 dogs on the <br />property in order to facilitate 4 or 5 breeding adult dogs (over 3 months of age by City of <br />Ramsey definition) and one or two litters per year which produce approximately 3-4 puppies <br />per litter, that are offered for sale at 8 weeks of age. <br /> <br />That the Applicant's application includes a Preliminary Fencing Plan dated 7/20/98 <br />identifying the use of fenced yards and kennels for maintenance of the dogs while they are <br />outdoors. <br /> <br />That the Applicant has stated that the dogs are kept indoors at night. <br /> <br />That there are other similar conditional uses in the City. <br /> <br />That the proposed use will/will not adversely impact traffic in the area.. <br /> <br />That the proposed use will/will not be unduly dangerous or otherwise detrimental to persons <br />residing or working in the vicinity of the use or to the public welfare. <br /> <br />That the proposed use will/will not substantially adversely impair the use, enjoyment, or <br />market value of any surrounding property. <br /> <br />That the proposed use will/will not be hazardous to existing or future neighboring uses. <br /> <br />That the proposed use will/will not be served adequately by public facilities and services such <br />as highways and streets. <br /> <br />That the proposed use will/will not create excessive additional requirements at public cost for <br />public facilities and services, and it will/will not be detrimental to the economic welfare of <br />the community. <br /> <br />That the proposed use will/will not involve activities and uses that will be detrimental to any <br />persons, property, or the general welfare by reason of excessive production of traffic, noise, <br />smoke, fumes, glare, or odors. <br /> <br />The motion for the adoption of/he foregoing resolution was duly seconded by Councilmember <br /> , and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />and the following voted against the same: <br /> <br /> RESOLUTION//98-06-133 <br /> Page 2 of 3 <br /> <br /> <br />
