I I I I I I I I I I I I I I I I I I CASE # REQUEST TO REZONE CERTAIN PROPERTY FROM B-1 BUSINESS TO MULTIPLE RESIDENTIAL; CASE OF RAMSEY By: Zoning Administrator Sylvia Frolik Background: As you know, since April of 1997 the City Council has been actively pursuing development of a senior housing facility in Ramsey. These efforts included a market study, allocation of Community Development Block Grant (CDBG) funds for land acquisifon, participation in the Anoka County Housing and Redevelopment Authority levy for such a project, and a site search and selection. These efforts have ultimately resulted in the City Council selecting a portion of the Laws estate across the street from the water tower as the site for a senior housing rental project. The site is currently zoned B-1 Business and requires a rezoning to Multiple Residential to accommodate a 50 unit senior housing building. Notification: In accordance with State Statute, Staff notified property owners within 350 feet of the subject property of the public hearing. Observations: The proposed rezoning is consistent with the current land use draft for the new comprehensive plan. That draft proposes to convert the land use from commercial to high density residential. The City also participates in the Livable Communities Act and in 1995, Council adopted a resolution establishing housing goals. The senior housing project applies to one of the City's housing goals and that is to achieve a housing stock of 10% life-cycle, non-single family dwellings.
