I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE # <br /> <br />REQUEST TO REZONE CERTAIN PROPERTY FROM <br />B-1 BUSINESS TO MULTIPLE RESIDENTIAL; <br /> CASE OF RAMSEY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />As you know, since April of 1997 the City Council has been actively pursuing development <br />of a senior housing facility in Ramsey. These efforts included a market study, allocation of <br />Community Development Block Grant (CDBG) funds for land acquisifon, participation in <br />the Anoka County Housing and Redevelopment Authority levy for such a project, and a site <br />search and selection. These efforts have ultimately resulted in the City Council selecting a <br />portion of the Laws estate across the street from the water tower as the site for a senior <br />housing rental project. The site is currently zoned B-1 Business and requires a rezoning to <br />Multiple Residential to accommodate a 50 unit senior housing building. <br /> <br />Notification: <br /> <br />In accordance with State Statute, Staff notified property owners within 350 feet of the subject <br />property of the public hearing. <br /> <br />Observations: <br /> <br />The proposed rezoning is consistent with the current land use draft for the new <br />comprehensive plan. That draft proposes to convert the land use from commercial to high <br />density residential. The City also participates in the Livable Communities Act and in 1995, <br />Council adopted a resolution establishing housing goals. The senior housing project applies <br />to one of the City's housing goals and that is to achieve a housing stock of 10% life-cycle, <br />non-single family dwellings.
