I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW FOR A SENIOR HOUSING FACILITY; <br />CASE OF CITY OF RAMSEY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />As you know, the City is working in conjunction with the Anoka County Housing and <br />Redevelopment Authority to develop a 50 unit senior housing facility on Dysprosium Street, <br />across the street from the City water tower. The City has received a proposed site plan for the <br />project from the Dunbar Development Corporation. The following items are enclosed for your <br />information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan and 7/30/98 memo fi.om Dunbar Corp. regarding off-street parking <br />City Staff review letter dated July 30, 1998 <br /> <br />Observations: <br /> <br />The site is zoned B-1 Business and a rezoning to Multiple Residential has been initiated by City <br />Staff. The property is approximately 3.8 acres in size and the footprint of the 3 story building is <br />21,073 square feet, which complies with lot coverage restrictions. Two accesses onto <br />Dysprosium Street are proposed and this is acceptable to the City Engineer. The building meets <br />all setback requirements. In accordance with City Code, it will also maintain a minimum 40 foot <br />landscaped buffer to the adjacent single family homes to the south. Staff has requested that the <br />landscape plan on the south property line also provide for some conifers in addition to the <br />existing Oaks to provide year around screening. <br /> <br />The building will contain 29 one-bedroom units and 21 two-bedroom units. By City Code <br />standards, 86 parking spaces would be required. The plan proposes 81 spaces, 56 of which are <br />underground. The Dunbar Corporation has provided City Staff with information regarding the <br />parking provisions at the Centerville and Ham Lake sites, as wells as Chanhassen. The <br />information supports that 81 parking spaces will be adequate as very few residents have two cars <br />and some have none. The units meet the minimum square footage, laundry space, and storage <br />requirements established by City Code. <br /> <br />City Code requires an all natural or prefabricated stone surface on the exterior walls; any other <br />material requires the approval of the Planning Commission and City Council. The building is <br />proposed to be faced with a combination of vinyl siding and brick. Staff will have information <br />available at the meeting regarding the exterior facing used on the Ham Lake and Centerville <br />facilities. Our existing apartment building is faced with vinyl siding and brick. The building <br />does exceed the 35 foot height restriction and a variance will have to be processed. <br /> <br /> <br />
