Request for Conditional Use Permit

We are requesting a Conditional Use Permit to maintain a small Show Dog Kennel at
5759 153rd Avenue, Ramsey, MN 55303.

We have been showing and breeding Shiba Inus, a small (18-24 pounds) companion dog,
for the last 10 years. Our kennel would have from 5-10 dogs at any one time. All dogs are
family companions and are kept within a well-fenced yard or in kennel runs. All dogs
sleep in the house at night. Once or twice a year we may have a litter of puppies,
averaging 3 puppies per litter.

Shiba Inus are small dogs. They are excellent watch dogs and only bark when there is a
reason such as strangers on the property. We have raised Shibas for the last 9 years at our
home in Blaine, Minnesota and have never had a complaint regarding noise or any
problems related to the dogs.

This is not a retail business. Puppy buyers visit by appointment only. We have a national
reputation and generally our puppies are sold by reservation to prospects across the
country based on photos and videos. Our breeding history is as follows:
1998 -- 2 litters -- 7 puppies
1997 -- 1 litter -- 1 puppy
i996 -- 0 litters -- 0 puppy
1995 -- 2 litters -- 8 puppies

Currently, we own 4 adults dogs and one 6 month old puppy with no immediate additions
planned. We are responsible dog owners. Evelyn is past president of the National Shiba
Club of America and member of the Land O'Lakes Kennel Club.

A map of our proposed fencing and kennel lay-out is attached. The property currently
used as an Elk Farm should provide ample space for the dogs without any impact on
neighboring property.

We are happy to answer any questions.

Sincerely,

Douglas and Evelyn Behrens
Blue Loon Kennel

I

I

I
I

I
I
I

I
I
I
I
I
