Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #98-10- A RESOLUTION ADOPTING FINDING OF FACT # RELATING TO A REQUEST FROM JULIE KUCIA FOR A HOME OCCUPATION PERMIT TO ESTABLISH A DOG GROOMING BUSINESS IN THE SINGLE FAMILY RESIDENTIAL DISTRICT. WItEREAS, the City of Ramsey received an application from Julie M. Kucia for a home occupation permit to establish and operate a dog grooming business on the property generally known as 165 t 1 Yttrium Street N.W. and legally described as follows: The north 200 feet of the south 405 feet of the east 220 feet of the Southeast Quarter of Section 10, Township 32, Range 25, Anoka County, Minnesota (subject to road easement over the west 33 feet thereof). (the "Subject Property"). ~' .... NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating to the request are determined to be as follows: That Julie M. Kucia, hereinafter referred to as "Applicant", is a co-resident on the Subject Property which is owned and occupied by David L. Kollins. That the applicant appeared before the Ramsey Planning Commission for a public hearing pursuant to Sections 9.11.04 ('Home Occupation Permit) and 9.03.04 (Conditional Use Permit) of the City Code on October 6, 1998, and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated as a part of these findings by reference. That the Subject Property and surrounding parcels are zoned R-1 Rural Residential. That the Subject Property is approximately'l acre in size. That Section 9.20.11 (R-1 Rural Residential District) does not establish 'professional services' as a permitted use of property in this District. That the Applicant has provided documentation to support that the home occupation wiI1 be conducted within the private dwelling on the Subj eot Property and that the area set aside for the home occupation (188 square feet) does not exceed 20% of the total floor area of the private dwelling (I,350 square feet). That the Applicant has stated that the home occupation will not include any employment of persons not residing in the private dwelling in the performance of the home occupation. That the Applicant has stated that there will be no exterior storage of business equipment, and materials.
