REQUEST FOR A CONDITIONAL USE PERMIT <br />TO GRADE AND EXPORT SOILS; CASE OF CITY OF RAMSEY <br />By: City Engineer Steve Jankowski <br /> <br />CASE #: ~' <br /> <br />Background: <br /> <br />As you know, since April of 1997 the City Council has been actively pursuing development of a <br />senior housing facility in Ramsey. These efforts have ultimately resulted in the City Council <br />selecting a portion of the Laws estate across the street from the water tower as the site for a <br />senior housing rental project. The Council rezoned the site from B-1 Business to Multiple <br />Residential to facilitate the housing project and granted site plan approval on August 25. Site <br />preparation requires exporting excess soils fi:om the site and City Code requires a conditional use <br />permit to export more than 400 cubic yards of soil. <br /> <br />Notification: <br /> <br />In accordance with State Statute, Staff notified property owners within 350 feet of the subject <br />property of the public hearing. <br /> <br />Observations: <br /> <br />The approved grading plan reviewed in August would have required exporting approximately <br />8,000 cubic yards of soil from the site. This would also have necessitated a 7%-8% grade on the <br />driveway into the underground parking garages, which is not a desirable situation. Therefore, the <br />grading plan has been revised to maintain a 5%-6% slope on the driveway into the underground <br />parking garages. This plan requires raising the site elevation approximately 2 feet by retaining <br />most of the soils on site and exporting 1,800 versus 8,000 cubic yards of material. <br /> <br />The proposed haul route is onto Dysprosium Street N.W. and then southwest to Industry Avenue <br />and then West to A.E.C. Energy Park. Staff recommends that the haul route be Dysprosium <br />Street N.W. to County Road #5; County Road #5 south to Industry Avenue, and Industry Avenue <br />west to A.E.C. Energy Park. The basis for this recommendation is to eliminate the traffic impact <br />to the residents ofFlintwood P.U.D. <br /> <br />According to the National Wetland Inventory, Wetland PEMC is located on the site. The <br />wetland is presumably the iow point noted on the site plan. However, it needs to be delineated <br />and protected with a silt fence during construction. <br /> <br />The following items are enclosed for your information: <br /> <br /> <br />
