be at the rear of the principal structure and shall be used exclusively
<br />for the loading and unloading of merchandise. All such facilities,
<br />aisles and maneuvering space shall be surfaced in the same manner as
<br />that prescribed for parking areas.

<br />Compliance: In order to assure compliance with the performance
<br />standards set forth above, the Council may require the owner or
<br />operator of any permitted use to make such investigations and tests as
<br />may be required to show adherence to above performance standards.
<br />Such investigation and tests as are required to be made shall be carried
<br />out by an independent testing organization as may be agreed upon by
<br />the City and the owner or operator, or if there is failure to agree within
<br />ten days after written notice by the City to the owner or operator to
<br />make such investigation and tests, by such independent testing
<br />organization as may be selected by the Council. The costs incurred in
<br />having such investigations or tests conducted shall be borne entirely by
<br />the owner or operator. The procedure stated above shall not preclude
<br />the City from taking any such other tests and investigations it finds
<br />appropriate to determine compliance with these performance
<br />standards.

<br />All costs incurred by the City in processing an application for a site
<br />plan review shall be paid by the applicant. Said costs shall include but
<br />not be limited to: professional consulting services as directed by the
<br />Planning Commission and/or Council, copying charges, extraordinary

<br />to adjacent property owners. A
