CASE <br /> <br />REQUEST FOR A HOME OCCUPATION PERMIT TO ESTABLISH A DOG <br />GROOMING BUSINESS IN THE R-1 RESIDENTIAL DISTRICT; <br /> CASE OF JULIE KUCIA <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On September 15, 1998 the City received an application from Julie Kucia for a home occupation <br />permit to establish and operate a dog grooming business in the home at 16511 Yttrium Street <br />N.W. The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />House and Site Plan/Written Business Description <br />Proposed findings of fact <br />Proposed home occupation permit <br /> <br />Notification: <br /> <br />State Statute requires notification of the public heating to property owners within 350 feet of the <br />subject property; Staff attempted to notify all property owners within 750 feet. <br /> <br />Observations: <br /> <br />The subject property is approximately 1 acres in size and is zoned R-1 Rural Residential. The <br />surrounding parcels are zoned R-1 Rural Residential. <br /> <br />Ms. Kucia is proposing to operate a dog grooming business in the home from 9:00 a.m. to 5:00 <br />p.m., Monday through Friday. She anticipates servicing approximately 20 clients per week. In <br />accordance with City Code, the area of the home devoted to the business use will not exceed <br />20% of the gross floor area of the home. Ms. Kucia will be the sole employee of the business <br />and no outside employees will be hired. No exterior storage of materials or equipment is <br />necessary. The dogs will be held indoors fi:om the time they are dropped off for grooming until <br />they are picked up by their owners. The driveway is sufficient in length to provide off-street <br />parking to customers. <br /> <br />In her application, Ms. Kucia requested permission to display a small business sign on the <br />property. The Home Occupation section of City Code prohibits any signage that is not <br />authorized by the City's sign regulations for Residential districts. Ramsey's sign code does not <br />have provisions for identifying home businesses. Therefore, Ms. Kucia's permit was drafted <br />with no provisions for a sign. <br /> <br />Similar requests have been granted in the past. <br /> <br /> <br />
