Motion by Councilmember Beahen and seconded by Councilmember Beyer to approve
the changes requested in the Development Agreement with Building Fasteners.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas
Steffen and Zimmerman.

Case #11: City of Ramsey versus Bury and Carlson Condemnation

This discussion was closed to the public.

Case #12: Approve Final Settlement of MPRS Lawsuit

This discussion was closed to the public.

MAYOR AND COUNCIL INPUT

1) Retirement Party

Mayor Gamec announced there would be a retirement party for Streets Supervisor Merle
Mevissen on Wednesday, October 7, 1998, beginning at 6:00 p.m., at JR's Entertainment
Center.

2) Day Care Issues

Mayor Gamec stated that he has met with a representative of the Anoka County
Community Action Program to discuss Ramsey businesses need for child care.
VisionEase is one of the businesses in discussion.

.3) Joint Community Center

Mayor Gamec reported that the City Administrators from the Cities of Andover, Anoka
and Ramsey have been meeting with regard to a joint community center. If we move
ahead, we may not want to spend $4,000 to $5,000 to look into a community center in
some other area. We may want to do our study first to see what we can do. They may
still go ahead. We would like some direction. We would like to give our City some
identification and also then our residents would not have to travel so far to a community
center. Mayor Garnet added that he would like to see a community center in Ramsey -
maybe it could be combined with City Hall expansion.

Mr. Norman offered to put a case on the October 27 meeting to discuss the community
center further.

Councilmember Haas Steffen suggested it would be difficult to keep the current
committee going if we do not make a decision soon. We have heard a cry from the
community several times about the need for a community center. She has never heard a

City Council/September 22, 1998
