CASE #

REQUEST FOR SITE PLAN REVIEW;
CASE OF SHARP AND ASSOCIATES
By: Sylvia Frolik, Zoning Administrator

Background:

The City of Ramsey has received a request fo~ site plan review and approval from Dennis Sharp
of Sharp and Associates. The plan proposes to construct an office/warehouse facility on Lot 2 of
Block 1 in the Business Park 95 Fifth Addition. The following items are enclosed:

a) Site location map
b) Site plan
c) City Staff Review Letter dated October 30, 1998

Observations:

The office warehouse use is consistent with the permitted uses in the Business Warehouse zoning
district. The site plan proposes 20,832 square foot building, which is in compliance with the
35% lot coverage restriction. The building does not exceed the 35 foot height restriction and the
exterior walls are proposed to consist of concrete masonry units.

The plan shows two accesses onto 140th Avenue, which is acceptable. Code requires a
minimum of 1 loading berth; 4 loading docks are proposed on the rear or south wall and 1
overhead door is proposed on both the east and west ends of the building. It doesn't appear that
the overhead doors on the east and west ends of the building have enough maneuvering area for
tractor/trailer rigs. In accordance with City Code, all driveways, parking areas and loading areas
are proposed to be surfaced with bituminous and f'mished with B-612 concrete curbing.

Three waste storage areas are proposed and the construction materials are painted concrete block
with cedar gates. This is consistent with the 100% screening requirement in City Code.

The Landscape Plan complies with the 20 foot wide landscape area requirement along 140th
Avenue. Staff has suggested the addition of a couple of trees on the east and west property lines
to intensify screening activity at the overhead doors.

The Lighting Plan appears to comply with City Code requirements; fixture diagrams will have to
be submitted for review and approval.

There needs to be some discussion on the number of parking spaces provided. For industrial
uses, the code requires 1 space for every person on the maximum working shift. However, this is
a spec building and the number of employees is unknown. Another method would be to combine
the number of spaces required for office with the number of spaces required for warehouse space.
However, Ramsey's code doesn't establish a formula for warehouse space. If we use the same
formula that was applied to the Building Fastener building (also constructed by Dennis Sharp) or
a formula commonly used by other communities, Mr. Sharp's plan for this site is deficient.

6,
