CASE <br /> <br /> REQUEST FOR SITE PLAN REVIEW; <br />CASE OF NORTH COUNTRY CONCRETE, INC. <br />By: Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br /> <br />The City of Ramsey has received a request for site plan review and approval from Karl Virkus of <br />North Country Concrete. The plan proposes to construct an office/warehouse building on Lot 4, <br />Block 1, Gateway North Industrial Park. The following items are enclosed: <br /> <br />a) Site location map <br />b) Site plan <br />c) City Staff Review Letter dated October 30, 1998 <br /> <br />Observations: <br /> <br />The office/warehouse use is consistent With the permitted uses in the Business Warehouse <br />District. The site is approximately 1.9 acres in size and the building will be 6,528 square feet in <br />size. This converts to a lot coverage of 23% which is in compliance with City Code. The <br />exterior walls of the building are proposed to be a combination of brick and stucco. The building <br />will not exceed the 35 foot height restriction. <br /> <br />The plan shows one access onto 143rd Avenue N.W. and two accesses onto Jaspar Street N.W. <br />Code states that loading doors should be located on the rear wall of buildings; the Council has <br />deviated from that requirement in the past. The proposed building will have 3 overhead doors on <br />the front wall and 3 on the rear wall. The level of activity anticipated at the overhead doors on <br />the front wall is not known. <br /> <br />The driveways and customer/employee parking areas are proposed to be surfaced with <br />bituminous and finished with concrete curbing; however, the site plan must be modified to <br />specify B-612 concrete curbing. The plan proposes 23 off-street parking spaces and staff cannot <br />confirm that this number is sufficient because the number of employees is not noted on the site <br />plan. The applicant is proposing that the 30,000 square foot staging area on the south side of the <br />building be surfaced with crushed concrete because their track equipment will destroy a <br />bituminous surface. The City permitted AEC to surface their staging area with a gravel surface. <br /> <br />Waste storage areas will be provided for inside the staging area. The site plan 'needs to be <br />modified to specify the construction materials used on the waste storage containment area. <br /> <br />The Landscape Plans complies with the 20 foot wide landscape area requirement along 143rd <br />Avenue and Jaspar Street. The applicant is also proposing to screen the staging area on the south <br />side of the building from the public road and adjacent properties. The landscape plan needs to be <br />modified to include the species, number, and size of plantings proposed. <br /> <br /> <br />
