Site Plan Review: North Country Concrete <br />Page 2 of 3 <br />10/30/98 <br /> <br />Landscaping and Screening: The Landscaping Plan proposes planting 64 spruce trees, <br />primarily along the southeast, south, and southwest perimeter of the site. The plan also <br />proposes planting 34 decorative juniper shrubs along the east property tine. The <br />Landscape Plan is deficient of specifications. The plan indicates the spruce trees planted <br />on the east property line are approximately 10 feet from center, staff generally <br />recommends 15 feet separation. Also staff generally recommends more diversity of trees <br />species to resist massive loss due to disease. <br /> <br />Waste Storage: The proposed plan indicates that an enclosed waste storage area will be <br />located at the south west comer of the building. The plan indicates the waste storage <br />enclosure will be on a concrete pad and will match the building. Staff would like <br />clarification that this means it will be constructed of brick and stucco materials and have <br />a wooden gate. <br /> <br />Off-Street Parking - Spaces Required: City Code requires one parking space for every <br />person on the maximum work shift. This information is not included in the application <br />materials. The plan proposes to provide 23 parking spaces, including one handicapped <br />space. However, one space on the plan does not meet the minimum size requirement and <br />should not be counted until it is corrected on the plan. City Staff cannot make a <br />recommendation until the above information is submitted. <br /> <br />Off-Street Parking - Design: The City Code requires that all off-street parking, <br />driveways and maneuvering areas be surfaced with bituminous pavement or concrete and <br />finished wilh B-6/t2 concrete curbing. The proposed plan indicates the parking lot to be <br />surfaced with asphalt paving and finished with concrete curbing, however the plan does <br />not clearly indicate if the concrete curbing is the B-6/12 concrete curbing required by <br />City Code. The applicant has indicated that the equipment to be stored on the south side <br />of the property would destroy a bituminous surface; therefore, the plan proposes a storage <br />area to the south of the building (approximately 30,000 square feet in size) that will be <br />surfaced with Class II material. The Class II surfacing is a deviation from City Code <br />requirements. The City has permitted deviation from the impervious surface requirement <br />in at least one other case in the past (AEC). <br /> <br />Wetlands: Wetland delineation has not yet been submitted. These are subject to the <br />review of the City Engineer. <br /> <br />Drainage and Grading: The grading and drainage plans have not yet been submitted. <br />These are subject to the review and approval of the City Engineer. <br /> <br />Septic System: The property will be served by City sewer and water. <br /> <br /> <br />
