REPORT ON PARK AND RIDE SERVICE <br />TO LORD OF LIFE CHURCH <br /> By: Steve Jankowski, City Engineer <br /> <br />CASE <br /> <br />Background: <br /> <br />At the February 24, 1998 Council meeting, the Council requested that staff investigate what costs <br />might be associated with having a park and ride facility developed in conjunction with Lord of <br />Life church. Staff spoke with Aaron Issues of the Metropolitan Council regarding this issue. He <br />advised that the location of park and ride facilities must be within the boundaries of the transit <br />taxing district, which currently the Lord of Life site is not. Minnesota State Statutes 473.446 <br />Subd. 2 outlines two ways to get service. One is to petition the state legislature to change the <br />district boundaries which would increase the property tax. It appears that all of the City of <br />Ramsey would need to be included in the taxing district. The second way is to contract directly <br />with Met Council to buy service. <br /> <br />Staff has asked for information which would quantify the amount of tax this type of service <br />would cost the City.
