Project Path Report <br /> SP 0206-50 <br /> City of Ramsey <br />TH 47 Reconstruction <br /> <br />I. Report Purpose <br /> <br />The Project Path Report (PPR) is used as an early scoping and impact assessment report in the <br />Minnesota Department of Transportation's (Mn/DOT) Highway Project Development Process <br />(HPDP). It contains a project description, funding information, an anticipated schedule and <br />identifies the project manager. The PPR focuses on discussion of the need for the project, the <br />alternatives being considered, impacts anticipated including potential or planned mitigation and <br />agency involvement. It concludes by identifying the level or class of action from an:' <br />environmental process standpoint. Since it is prepared relatively early in the process, it is subject - <br />to change as the project evolves. <br /> <br />II. <br /> <br />Location and Project Description <br /> <br />The location of the project is shown on Figure 1. The project is entirely within the City of <br />Ramsey and is approximately 300 meters (1,000 feet) north of the Ramsey/Anoka city line. <br />Tnmk Highway (TH) 47 is currently a two-lane rural highway extending from TH 10 in the City <br />of Anoka north through the central part of the state. <br /> <br />The existing roadway segment proposed to be reconstructed as part of this project is between <br />I42nd Avenue and 153rd Avenue and is 2,400 meters (1.5 miles) in length. The roadway is a <br />two-lane bituminous paved highway, with variable width shoulders and has a left-mm lane for <br />the northbound to westbound movement to Nowthen Boulevard (Anoka County State Aid <br />Highway (CSAH) 5). The surrounding area is comprised of both developed, and undeveloped <br />property. At the south end of the segment is a commercial area on the east side of the road and <br />the balance of the existing land use to the west and north is residential in nature. <br /> <br />In 1997, Anoka County reconstructed the intersection of CSAH 116 and TH 47 just south of <br />142nd Avenue. This project proposes the reconstruction of TH 47 from 142nd Avenue to <br />153rd Avenue. It is proposed to reconstruct this portion of TH 47 to a two-lane rural section <br />with a raised median which will provide for turn lanes at the major intersections. Other <br />improvements include traffic signals, a bituminous trail parallel to the roadway, and <br />establishment of a park-and-ride facility. <br /> <br />A preliminary layout and profile is being developed as needed for Mn/DOT staff (Level 2) <br />approval. A reduced copy of the current draft layout is attached to this report. <br /> <br /> <br />
