Another safety issue that will be addressed with the project concerns the intersection of CSAH 5 <br />(Nowthen Boulevard) and TH 47. Currently the intersection is skewed and the vertical sight <br />distance is substandard. The project proposes realigning CSAH 5 to intersect TH 47 closer to 90 <br />degrees and correcting the substandard vertical curve. <br /> <br />Several access points along the segment are propo.sed to be eliminated with the proposed <br />reconstruction, increasing the capacity of the roadway without increasing the number of lanes. <br />The project also proposes other improvements that will supplement the area's transportation <br />system. Included is the completion of a trail system along the east side of the roadway. Trails <br />currently exist on the middle two-thirds of the segment and the project would complete <br />connections to the north and south, providing a continuous system from south of the City line in <br />Anoka to 153rd Avenue. Additionally, a park-and-fide facility will be incorporated into the <br />project to provide transit and carpooling oppommities. <br /> <br />VI. Alternatives <br /> <br />This segment of TH 47 is proposed to be upgraded on the existing alignment. Because of the <br />development in the area and the need for continuity along the corridor, alternatives for <br />constructing the roadway on a new alignment are not practical. As development has occurred <br />along the corridor, the City of Ramsey has obtained part of the right-of-way necessary for this <br />proposed improvement. <br /> <br />A No-Build alternative would leave the roadway in an unsafe, inefficient and substandard <br />condition. The existing sight distance and access issues would not be corrected. As traffic levels <br />continue to increase, accidents are expected to increase as well. -The existing pavement is <br />designed for 9-ton loads and is in need of rehabilitation. <br /> <br />VII. Social, Economic and Environmental Impacts <br /> <br />The project has been reviewed for potential effects and impacts to the surrounding area and <br />neighborhood. The following table summarizes the issues considered in this review and <br />indicates if there is an impact expected or not.
