Case

CONSIDER AUTHORIZATION OF T.H. 47
PROPERTY APPRAISALS
By: Steven Jankowski, City Engineer

Background:

Attached is a project schedule for the T.H. 47 STP project. Up until now the project has been
proceeding on schedule. The Environment Assessment worksheet (EAW) should be transmitted
to MnDOT by July 17, 1998. The document must be reviewed by both MnDOT and the Federal
Highway Administration before a public hearing date can be set. Therefore it appears a public
hearing will not be able to be scheduled until September, and the remaining project elements will
also be delayed approximately one month. At this time, I would like to proceed to solicit
proposals for the appraisal of the 13 residential properties which are to be acquired by the City.
It would be highly desirable to begin the appraisals on schedule in order to provide the residents
the greatest amount of time possible to find suitable housing and plan for a smooth move.

If approval is given, I would have proposals from two appraisers ready at the August 28, 1998
City Council meeting. It is estimated that the appraisals on these 13 homes will fall within the
range of $6,000 to $10,000 by Bud Storm, our land acquisition consultant on this project. We
can delay the appraisal for the remaining 27 foot strip taking, since they will not require the same
amount of lead time, and in some cases may not require a formal appraisal at all. These are
expected costs. Based on the revised cost estimate submitted to the Road and Bridge Committee
on June 16, 1998, the cost will be included in the $16,000 estimated total appraisal fee.

Financing for the $16,000 was included in the cost estimates for the T.H. 47 STP project. The
1998 CIP reported that such funding would be paid from TIF, MSA & the T.H. 47 fund.

Action:

Direct City Engineer to obtain proposals for the appraisals of the 13 homestead properties
required for the T.H. 47 STP project.

Reviewed by:

City Administrator
City Attorney
Finance Officer
Fire Chief/Director of Public Works

RB: 7/28/98

/[(as
