CASE # / <br /> <br />UPDATE ON T.It. #47 STP PROJECTS <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />The purpose of this case is to provide an update on the progress of the T.H. #47 STP <br />Project and solicit direction on issues. <br /> <br />Project Schedule: <br /> <br />It was anticipated a public hearing would be held on the environmental document <br />outlining the impacts of this project in August, 1998. Delay had occurred in receiving <br />comments on the draft of that document but was submitted on July 22, 1998. A six-week <br />review period is anticipated before a public hearing can be scheduled. Attached is a <br />revised schedule which will be sent to the property owners needing to be relocated as a <br />result of-the project. Also, the City has authorized appraisals of these 13 properties by <br />BCL Appraisers. Their work is scheduled to begin the first week of September and be <br />completed in six weeks. <br /> <br />Project Design Elements: <br /> <br />There are several elements of the project which have been scrutinized by the Council and <br />MnDOT which have warranted investigation. The Road and Bridge Committee asked <br />that a pedestrian underpass from the future senior center across T.H. #47 be considered. <br />Attached is a sketch, prepared by SRF Inc., of such underpass. Two additional <br />alignments for this underpass were considered, but were rejected as being not feasible due <br />to grade considerations. The cost of this underpass is estimated to be $250,000 and does <br />not include additional right-of-way which would be required or special security camera <br />equipment. <br /> <br />Also attached is a July 13, 1998, layout review by MnDOT of the project. MnDOT <br />comment #5, which suggested the closure of 149th Lane and keeping access of 151st <br />Avenue was discussed with a school transportation representative on August 11. The <br />alternative to this proposal would be to provide a connection between 149th Lane and <br />151 st Avenue west of the frontage road, or providing a connection between the Brandseth <br />subdivision and 152nd Avenue so that buses could enter through Brandseth and exit onto <br />T.H. #47 at 149th Lane since they cannot make the U-turn from southbound T.H. #47 to <br />northbound on the frontage road. <br /> <br />Comment #7 suggests that double left turn lanes be provided for northbound T.H. #47 at <br />C.S.A.H. #5. SRF has discussed this with the assistant county engineer who indicated <br />that there were no objections. <br /> <br /> <br />
