CASE #3

AUTHORIZE UPDATING OF APPRAISALS FOR PROPERTIES
ASSOCIATED WITH THE 153/155TH AVENUE PROJECT
By: Steven J. Jankowski, City Engineer

Background:

In 1995, plans and specifications were prepared for the completion of 153/155th Avenue between
Variolite Street and Armstrong Boulevard. Easements or fee title for property needed to be
obtained from eight parcels. Attached to this case is the right-of-way plan for this project. In
February of 1996, appraisals were completed for six of these eight properties. Two additional
properties have takings which are deemed to be minor, and did not require appraisals. Recently,
the Road and Bridge Committee was approached by one of these property owners who wished to
have the property acquired by the City. The Council directed that staff proceed to negotiate for
all the needed fight-of-way for this project. Since the appraisals are nearly three years old, an
update of these appraisals should be made before approaching property owners. The City has
contacted BCL Appraisals, the firm which prepared the original appraisal for cost on updating
them. This cost has been estimated to be $3,500.

Financing. Financing for this work would come fi.om City MSA funds.

Recommendation:

Staff recommends updating these six appraisals for this project at a cost of.$3,500. The source of
funding coming fi.om the City's MSA funds.

Action:

Recommend City Council to authorize staff to update the appraisals associated with 153/155th
Avenue project.

Reviewed By:
City Administrator
Director of Public Works
Finance Officer

RB: 10/20/98
