October 5, 1998 <br /> <br />Mr. Jon Olson <br />Anoka County Engineer <br />1440 Bunker Lake Blvd. NW <br />Andover, MN 55304 <br /> <br />RE: Lot 1, Block 1, Anoka Enterprise Park 3rd Addition <br /> <br />Dear Mr. Olson <br /> <br />Recently, the City of Ramsey entered into a joint powers agreement with Anoka County which <br />limited the number of access points for the new one mile segment of roadway to a total of six. <br />We willingly agreed to this restriction because the City realizes the need for minor arterials such <br />as County Road #I 16 to manage traffic flow rather than provide access to land. This policy is <br />consistent with the Metropolitan Council blueprint for regional growth. <br /> <br />I am in receipt of a September 21, 1998 letter from Mr. John Haywood on behalf of the City of <br />Anoka to Jane Pemble requesting review and input on a development sketch for the above <br />referenced lot, which proposes two direct access points onto County Road #116 approximately <br />500 feet apart, neither point aligning with Krypton Street. <br /> <br />The City of Ramsey is strenuously opposed to this proposal, as it is inconsistent with County and <br />regional transportation policy. We urge the County to reject this proposed plan and request that <br />the City of Anoka be held to the same access standards as the City of Ramsey along this <br />critically important transportation corridor between our two communities. <br /> <br />Sincerely, <br /> <br />CITY OF RAMSEY <br /> <br />Steven J.
