CASE #: ~ <br /> <br />REQUEST FOR A VARIANCE FROM STREET FRONTAGE OR LOT WIDTH <br />REQUIREMENTS; CASE OF JOHN AND BONNIE ENSTROM <br /> By: Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br /> <br />John and Bonnie Enstrom have entered into a purchase agreement for a landlocked 7 acre <br />parcel located generally east of County Road #83 and south of County Road No. 64. City <br />Code does not permit the development of a home on a lot that does not meet the minimum <br />width requirements. City Code defines width as the amount of property that abuts the <br />public road. In the rural residential district, the minimum lot width or street frontage <br />requirement is 200 feet. The property sale is contingent upon the Enstrom's obtaining a <br />variance to the street frontage or lot width requirement in order that a home could <br />eventually be developed on the property. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location <br />Site Plan and text <br />Draft public heating minutes dated May 5, 1998 <br />Proposed Findings of Facts <br />Proposed Variance <br /> <br />Notification: <br /> <br />State statute requires notification of the public heating to property owners within 350 feet of <br />the Subject Property. Staff attempted to notify property owners wihtin 700 feet. <br /> <br />Observations: <br /> <br />The parcel is approximately 7 acres in size and is zoned R-1 Rural Residential. The <br />surrounding parcels are also zoned for single family residential dwellings. The property <br />owner east of the Subject Property is willi.n.g to grant the Enstrom's an easement for access <br />purposes to County Road No. 64 along their west property line. They are also willing to <br />name the City on the easement to provide us with access to our landlocked parcel in <br />Windsorwood to the south. <br /> <br />The Board of Adjustment conducted the public hearing on May 5 and tabled any action to <br />approve or deny the request for one month inorder to give the Applicant time to resolve <br />certain issues pertaining to the extent of the private easement for access purposes and <br />legality of purchase agreements. <br /> <br /> <br />
