Mayor Garnet stated the mileage on the patrol cars is checked periodically to make sure the <br />police officers are patrolling the residential streets. <br /> <br />Councilmember Haas Steffen questioned if Mr. Fountain was asking whether citations were <br />issued for illegally parked cars. <br /> <br />Mr. Fountain stated that was in addition to people pushing their snow into the street. <br /> <br />Mayor Gamec suggested Mr. Fountain advise the Public Works Director regarding his areas of <br />concem. <br /> <br />Director of Public Works Director Kapler stated he hasn't received a lot of calls about residents <br />pushing snow into the street. He has seen some instances and spoke to the residents directly. He <br />stated after discussions with the plow drivers, he believes this is happening after the plows go by. <br />He stated he will bring it up at the departmental meeting to be held Wednesday, January 28, <br />1998. <br /> <br />Mayor Gamec noted there is a contractor hired by the City to plow the cul-de-sacs. <br /> <br />Mr. Fountain stated Mr. Kapler is correct 'that the residents are pushing snow out into the street <br />after the plows have gone by. <br /> <br />Mr. Terry Hendriksen, 15651 Ramsey Boulevard, stated he appeared before Council regarding <br />the Charter Amendment process being followed. Then City Administrator Schroeder stated the <br />Council was in a visionary process and not in a planning process. It was noted Mr. Hoisington <br />is in the process of drafting the Comprehensive Plan. No vote has been made by the Council. <br />The Charter Amendment was passed in 1995. Mr. Hendriksen stated' he believes if the <br />Comprehensive Plan is being worked on, the Council should be holding the vote. The last time <br />the Plan was updated, it was done by staff and due process for notification of residents was not <br />followed. <br /> <br />Mayor Garnet stated Mr. Hoisington will be holding a hearing at the Planning Commission level <br />and added that Council has not seen the new Plan. <br /> <br />Mr. Hendriksen stated the Charter states if the MUSA expansion is to be done, a Council vote is <br />necessary. <br /> <br />Mayor Gamec suggested Mr. Hendriksen call Fred Hoisington. <br /> <br />Councilmember Haas Steffen suggested a presentation be given to Council. <br /> <br />Mr. Goodrich stated he will research the issue and report back to Council at the next Council <br />Meeting. <br /> <br />City Council/January 27, 1998 <br /> Page 3 of 11 <br /> <br /> <br />
