CASE #1

RECOMMEND MODIFICATIONS TO DRAFT C.I.P.
FOR THE TENTATIVE AUGUST PUBLIC HEARING
By: Parks/Utilities Supervisor Mark Boos

Background:

Attached is the first draft of the 1999-2004 Parks Capital Improvement Program (C.I.P.). This
five year plan is a revision of the Commission's 1997 - 2003 plan, as modified from the
discussion occurring at June's regular meeting. At the June meeting, the Commission asked to
have available the Park Trust Fund status by individual recreation district. This information will
be available at the meeting.

As indicated, the plan is in draft form. It is expected that it may be modified substantially. In
addition, it should be noted that only one trail project is discussed in the plan. (Trott Brook
partial construction in 2XXX). The Commission may want to discuss the earlier plan of a trail
along Co. Rd. 83 to 153rd Avenue, then west to Lake Itasca. This concept was actually a part of
a draft C.I.P. in 1996. The Commission will also note that critical trail links are not shown in the
draft plan. This is because they will be proposed to be funded from the Economic Development
Authority (EDA) as has occurred in 1997 and 1998. These individual projects will be brought to
the Park Commission separately.

While the Commission has, for some time, had the five year C.I.P. request finalized in August of-
each year, there is no particular urgency. However, the C.I.P. should be finalized no later than
September/October.

Commission Action:

Provide detailed recommendations on the five year C.I.P., with emphasis on 1999.

Reviewed by:

Copies also distributed to:

Parks/Utilities Supervisor

City Administrator
Director of Public Works
Finance Officer
Maintenance Worker Lacey

PR:7/9/98

(~shared/parks/98agenda/07
