Absent: CouncilmemberBeahen. <br /> <br />Case #5: Consider Amendment and Extension of Residential Rezoning and <br /> Sn3dividing Moratorium <br /> <br />City Administrator Norman stated that the City has passed two separate, six-month <br />development moratoriums on residential rezoning and subdividing. The moratoriums <br />were brought about to allow the City time to evaluate land use prior to the adoption of an <br />updated Comprehensive Plan. The current moratorium will expire on July 12, and the <br />current Comprehensive Plan process will not be completed until later in 1998. There <br />should not be many changes to the land use, however, staff has identified some of the <br />sensitive areas. Staff would prefer that the majority of the community have the <br />mt catorium removed so development is no longer hindered. However, the moratorium <br />would be extended for the sensitive areas. Extending the moratorium another six months <br />would be to January 9, 1999. In the event the Comprehensive Plan amendment is <br />completed prior to that date, the Council could repeal the moratorium. <br /> <br />City Attorney Goodrich stated that once the properties are released from the moratorium, <br />they would be eligible for development according to the now existing regulations - unless <br />Council wants to adopt different regulations. <br /> <br />Councilmember Haas Steffen asked if the Planners had looked at all the properties to <br />make sure there were no difficulties. <br /> <br />Mr. Goodrich stated that the zoning amendments would have to be in place prior to <br />releasing properties that have to be rezoned from the moratorium. However, in talking <br />with Hoisington and also Mr. Norman, it appears this is not an issue. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Mayor Gamec to introduce the <br />ordinance extending the term of the residential development moratorium of sensitive <br />areas for an additional six months. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer and <br />Zimmerman. Voting No: None. Absent: CouncilmemberBeahen. <br /> <br />Case #6: Storm Cleanup <br /> <br />Director of Public Works Kapler stated that the Public Works staff has put together a plan <br />for the storm cleanup including the estimated time it will take and the estimated cost. He <br />noted the time estimate for hauling the brush to a staging area which was three weeks. <br />However, the County is responding to this issue and that will eliminate that amount of <br />time. The total cost estimated was $37,700 and will be paid for out of the Insurance Trust <br />Fund. Mr. Kapler pointed out that the Department is not doing a blanket cleanup as it is <br />the western portion of the City that sustained the most damage.
