Case #1 5-YEAR CAPITAL IMPROVEMENT PROGRAM AND PARK DEVELOPMENT PROCESS By: Parks/Utilities Supervisor Mark Boos Background: On July 23, 1998, the Park and Recreation Commission conducted a workshop for continued discussion on the 5-Year Capital Improvement Program (CIP) and park development in general. Councilmember Haas Steffen also attended the meeting and provided several park improvement ideas for the Commission to consider. The consensus of the Commission, relative to the 5-Year CIP, is summarized by the following: 1) Identify those park and trail parcels that should be acquired to make Ramsey's park and trail system whole. 2) Prior to presenting a 5-year development plan to City Council, request City Council decision on bonding to purchase the above property. 3) Amend the existing draft CIP to direct the moneys currently shown going towards land purchases to actual park and trail improvements. (This assumes that bonding to acquire land is a Council decision.) Case #2 is to approve the potential properties for acquisition and to rank their importance. City Council's Finance Committee may receive the bonding request at their August 25, 1998 meeting. One or more Commissioners should plan on attending. As indicated, it is intended that the existing CIP will not be amended and presented for Park and Recreation Commission approval until the Finance Committee has addressed the land purchasing concept. Commission Action: Motion to approve the CIP process summarized above.
