Case #1 <br /> <br />5-YEAR CAPITAL IMPROVEMENT PROGRAM AND <br />PARK DEVELOPMENT PROCESS <br /> By: Parks/Utilities Supervisor Mark Boos <br /> <br />Background: <br /> <br />On July 23, 1998, the Park and Recreation Commission conducted a workshop for continued <br />discussion on the 5-Year Capital Improvement Program (CIP) and park development in general. <br />Councilmember Haas Steffen also attended the meeting and provided several park improvement <br />ideas for the Commission to consider. <br /> <br />The consensus of the Commission, relative to the 5-Year CIP, is summarized by the following: <br /> <br />1) <br /> <br />Identify those park and trail parcels that should be acquired to make Ramsey's <br />park and trail system whole. <br /> <br />2) <br /> <br />Prior to presenting a 5-year development plan to City Council, request City <br />Council decision on bonding to purchase the above property. <br /> <br />3) <br /> <br />Amend the existing draft CIP to direct the moneys currently shown going towards <br />land purchases to actual park and trail improvements. (This assumes that bonding <br />to acquire land is a Council decision.) <br /> <br />Case #2 is to approve the potential properties for acquisition and to rank their importance. City <br />Council's Finance Committee may receive the bonding request at their August 25, 1998 meeting. <br />One or more Commissioners should plan on attending. <br /> <br />As indicated, it is intended that the existing CIP will not be amended and presented for Park and <br />Recreation Commission approval until the Finance Committee has addressed the land purchasing <br />concept. <br /> <br />Commission Action: <br /> <br />Motion to approve the CIP process summarized above. <br /> <br />Reviewed by: <br /> <br />Copies also distributed to: <br /> <br />City Administrator <br />Parks/Utilities Supervisor <br /> <br />Finance Officer <br />Director of Public Works <br /> <br />P&R: 8/13/98 <br />/kas <br />(~kathy/mword/park&rec71995/augt5-ymip.doe <br /> <br /> <br />
