Motion by Mayor Gamec and seconded by Councilmember Zimmerman to continue with <br />the program and schedule a meeting (e.g. a breakfast meeting) at the AEC or Grosslien <br />office complex to present the concept of a community-built playground to the business <br />community. The Committee also felt that other things could be tied in with this <br />presentation - other issues that have to do with the business community. (No examples of <br />other issues were given.) <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman and Beahen. <br />Voting No: None. Absent: Councilmembers Beyer and Haas Steffen. <br /> <br />COMMITTEE INPUT <br /> <br />1) Budget Process <br /> <br />City Administrator Norman stated that Councilmember Haas Steffen has asked about a <br />performance based budget. Staff is not opposed to that, however, we would have to do <br />training on it, plus one of the Department Heads will not be on board for a month or <br />more. He reported that over 95% of the cities use a line item budget. He noted that he <br />has received a copy of the City of Coon Rapids budget and it is an activity style budget. <br />Mr. Norman stated that staff, if it is okay with the Council, will be presenting a line-item <br />budget and if something different is requested for the next year, staff could begin working <br />on it early enough to present it. He offered that staff could present examples of different <br />types of budgets. <br /> <br />Mayor Gamec did not think a different format is necessary. He feels this latest budget is <br />easy to understand. <br /> <br />Consensus of the Committee was to review different budgets for future, but to not attempt <br />to make changes this year. <br /> <br />2) Staff Performance Reviews <br /> <br />Mayor Gamec mentioned there have been conversations about pay for performance wage <br />increases. He did not think it would ever be fair as there are too many different <br />personalities involved. He added that he does not have a problem, however, if an <br />employee does not get an increase because they are not meeting standards for their <br />position. <br /> <br />City Administrator Norman agreed that he, too, has concerns about merit pay. <br /> <br />Mayor Gamec felt that this should be settled once and for all and that there should be a <br />case to discuss same on the next Personnel Committee meeting. <br /> <br />Councilmember Beahen stated she also does not agree with merit pay because of the <br />chance it may be unfair. <br /> <br /> Finance Committee/July 28, 1998 <br /> Page 3 of 4 <br /> <br /> <br />
