CASE #2

RECEIVE AMENDED FIVE YEAR CAPITAL IMPROVEMENT PLAN (C.I.P.)
By: Mark Boos, Parks/Utilities Supervisor

Background:

At the August regular meeting, staff was asked to amend the proposed Five Year C.I.P. to direct
dollars from any land acquisitions to physical improvements. The three points on Case #1 of the
August agenda (enclosed) is still believed to be the general C.I.P. process for this year.

An amended Five Year C.I.P. is attached to this case. The "new" improvements resulting from
potentially not needing trust fund, etc., dollars for land acquisition are added into Community
Park No. 5 as engineering, paving, & turf establishment in 2000. Other changes to July's draft
C.I.P. are an increase of $30,000 in general fund expenditures. This is applied to the County
Road #83 trail in 1999 and 2000. For 2001, it would fund trees at Community Park No. 5. In
2002, it is applied to Alpine Park. The 2003 project is the Lake Itasca Park. For the final year of
the plan, the Trott Brook trail receives a projected total of $60,000 in general fund monies. All
amounts are in 1998 dollars. This C.I.P., when approved by the Park Commission, will be
available to City Council's Finance Committee when the issue of bonding for park land is
presented.

Commission Action:

Modify the C.I.P. as necessary; then, motion to approve the Five Year Parks C.I.P.

Reviewed by:

Parks/Utilities Supervisor

PR:09/10/98

~sl~ared/parks/98agenda/09

Copies also distributed to:

City Administrator
Finance Officer
Director of Public Works
