Motion by Mayor Hardin and seconded by Councilmember Beahen to recommend CounCil adopt the resolution authorizing a budget amendment for acceptance of Prudential Helping Hands Program Grant and purchase of an automatic defibrillator device for the Fire Department. Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Peterson and Zimmerman. Voting No: None. Absent: Councilmember Beyer. Case #2: Review and Adoi,' 1997 Schedule of Rates, Fees and Charges Finance Officer Hart presented the Schedule of Rates, Fees and Charges which includes the adopted 1996 and the changes for which the proposed 1997 schedule is arrived at. She proposed having the State Electrical Permits on hand to give to the developers. We would charge $2 for this service. Mayor Hardin wondered if the extra time would be worth the $2. City Administrator Schroeder responded that we would not be making any money but it would be an added customer service. Councilmember Zimmerman noted the park dedication and suggested it be increased. Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to increase park dedication to $650 per dwelling unit for residential rural lots and $875 per dwelling unit for residential urban lots. Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen and Peterson. Voting No: None. Abstain: Councilmember Beyer (as she had just arrived). Fire Chief Kapler suggested that the $250 charge for a false alarm should be after the third false alarm. That would be consistent with the Police Department and also with the one hour charge. Mayor Hardin inquired if any research was done pertaining the pawnbroker licensing charges. Ms. Hart replied that staff will be doing more extensive research and probably changes in I997. Case #3: Review and Adopt 1997 Tax Levy and General Fund Budget F/nance Officer Hart reported that the 1997 Truth-in-Taxation Public Hearing was held on December 4, 1996. The information distributed at the hearing included information regarding the tax capacity rate and tax dollar levies assuming a no tax rate increase, which is $44,014 less than the maximum that was certified in September, 1996. The 1997 Proposed General Fund Budget, as it has been presented and reviewed in the past several months, is based on the collection of tax dollars at a reduced levy and results in a 20.36% tax capacity rate. This equates to a zero increase in the taxes of a parcel with no value increase. This budget was balanced through staff- recommended adjustments and resulted in a total contingency in the amount of $74,077. Included is funding for exempt salary adjustments, training, first year funding for the street paving program, capitalized interest on non-certifiable assessments and an unallocated line item.
