instruction of D.A.R.E. for both the student and parent programs. The unit would also be used at <br />D.A.R.E. graduation for a slide show presentation. The projector would be used by Police <br />Department personnel in conducting crime prevention programs, safety programs, and other <br />programs such as the annual Becky Weiss Memorial Bike Road-eo and Kid Kare Program. The <br />State of Minnesota has slide programs available to crime prevention officers, to assist them in their <br />local presentations. It is anticipated that the Ramsey Police Department would prepare its own <br />presentations to fit our community needs and concerns. She explained that the purchase was not <br />included in the adopted 1996 General Fund Budget and is not proposed in the 1997 General Fund <br />Budget. It has been determined, after analysis of the year-to-date numbers, that there will be <br />sufficient moneys available in the D.A.R.E. budget to accommodate this pumhase during 1996. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution #96-12-351 authorizing budget amendment for the purchase of slide projector for crime <br />prevention and D.A.R.E. Programs. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen and <br />Peterson. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT: <br /> <br />1) Excellence in Reporting <br /> <br />Finance Officer Hart announced that the City has once again received the Certificate of Excellence <br />for reporting for the I995 financial report. <br /> <br />2) North Metro Mayors Association Meeting <br /> <br />City Administrator Schroeder announced the NMMA Board meeting and invited Council to attend. <br /> <br />3) Second Council Meeting in December <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to cancel the second <br />Council meeting in December. <br /> <br />Further discussion: Councilmember Beyer offered to review the bills list prior to the end of <br />December so they can be paid. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson and <br />Zimmerman. Voting No: None. <br /> <br />4) Requests of Staff <br /> <br />Natalie Haas Steffen asked staff if they would check with a couple of government agencies who <br />finance housing (e.g. FHA, VA, etc.) to get their opinions on implementing Chapter 8 of the <br />City's Charter. She also asked staff to find out the impact on taxes of an average home in Ramsey <br />if the street maintenance were paid from the general fund. <br /> <br />5 ) Snowmobile Calls <br /> <br />Mayor Hardin announced that he has received a number of calls relating to the destruction of <br />property due to snowmobiles.
