I <br />I <br /> <br />CASE #.~ <br /> <br />DEVELOPMENT OF CITY OF RAMSEY RESIDENTIAL PARCEL <br /> By: Ryan R. Schroeder, City Administrator <br /> <br />I <br />I <br />I <br /> <br />Background: <br /> <br />On October 8, 1996, Council authorized the receipt of proposals for development of a 21.7 acre <br />parcel, north of 153rd Avenue and west of Sunfish Lake Boulevard, currently owned by the City. <br />On October 24, 1996, and January 2, 1997, we held neighborhood meetings conceming this <br />development. Between the two meetings, we have received input from representatives of ten <br />households from the surrounding area. On November 11, 1996, we received expressions of <br />interest from three developers. On November 27, 1996, we forwarded subdivision concept plans, <br />drafted by staff upon neighborhood input, to the three prospective developers. On December 6, <br />1996, we received purchase offers from each of the three developers. On December 10, 1996, <br />Council directed that we complete negotiations with the apparent high bidder. At the same <br />meeting, Council introduced an ordinance authorizing the sale of this property. <br /> <br />As you know, most subdivision considerations do not have the advantage to the adjacent property <br />owners of City involvement at this stage in the development. City ownership of this parcel allows <br />for the City, as seller, to dictate development issues as part of the purchase agreement in addition to <br />the usual compliance with subdivision regulations. As a result of this, and input from the <br />neighbors, we have negotiated changes to the purchase agreement which dictate that this property <br />will not be developed at a density greater than 38 single family homes. The plat, which is <br />contemplated as a result, has lot widths adjacent to the existing rural properties averaging an <br />estimated 120 feet (varying from approximately 90 feet on up). This also will result in the <br />proposed construction of no more than 17 homes on the north side of the plat adjacent to the <br />existing 23 homes to the north. Finally, the agreement mandates further agreement by the <br />developer (by development agreement) that market values of the development will be at acceptable <br />levels. The developer has represented that these values will be in excess of $150,000. <br /> <br />Proposed Council action at this time is ratification of the purchase agreement and adoption of the <br />ordinance allowing for the disposition of this property. This action will set into motion the drafting <br />of the development agreement contemplated by the purchase agreement as well as the plat review <br />process (by the Planning Commission and again by the Council expected in February and March, <br />1997). Staff would also continue tasks related to development of Alpine Park to which the <br />proceeds of this sale are dedicated within the Capital Improvements Program. The actual park <br />development is expected to be initiated in 1997, and continued in 1998, with sale proceeds. <br />Development sufficient to complete all aspects of the park will need to be in phases beyond that <br />time frame. <br /> <br />Council Action: <br /> <br />Motion to adopt Ordinance 97-XX selling Certain Public Land in the City of Ramsey (ROI JL <br />CALL VOTE) 0J'~O~D4~..I~~-,,~ fi"~ ~~ ~;o-~ 0~ <br /> <br />Motion to authorize the Mayor and ~to~ t0 enter into the purchase agreement on <br />behalf of the City with KC Land Company for sale of Outlots A and B, Alpine Addition. <br /> <br />Reviewed by: <br /> <br />City Administrator <br /> <br />CC: 01/14/97 <br /> <br />/jmt <br /> <br /> <br />
