!
I

December 16, 1996

To:
From:
Re:

Ramsey City Council
Chief Auspos
Commendation for Jim Singewald

The D.A.R.E. House has been constructed, sold and is being occupied by a young family.
The amount of"profit" to the Ramsey Police D.A.R.E. fund, after all costs incurred by
the City have come in and after the split with Minnesota D.A.R.E. Inc. comes to $17,000
and we are looking ways to best invest this money for the benefit of youth as their
behavior is related to drag abuse. Since the Council is aware of what was involved in the
construction of the D.A.R.E. House I will not take the time here to go over that again.

I do however ask that the City Council join me in extending recognition to officer Jim
Singewald for his role in making the house possible. Because of Jim's active interest in
D.A.R.E. and his innate capability to involve himself so deeply in projects such as this
one, we were able to join with Minnesota D.A.R.E. Inc. in constructing the house. After
many meetings with various persons within D.A.R.E. and with contractors and reviewing
ideas on how best to do the building, a plan was decided on and land acquired. Again,
Jim spearheaded these movements to lay the groundwork. With these preparations well
laid out, Jim then went into high gear with the task of approaching contractors and
suppliers for donations of time and material to build the house.

Thanks to the willingness of his fellow officers to work wildly fluctuating schedules in
order to cover for the time that Jim was off the patrol schedule, he was able to contact and
meet with the very many persons and companies that donated time and products or agreed
to supply them at or below cost. While the assistance of the other officers in the
department contributed greatly to Jim's ability to devote duty time to this project, I know
from observation that he invested many, many hours of his own time to seeing that the
D.A.R.E. House was a success and, when we really needed him on patrol, he quite
expertly divided his time between routine duties and the project.

I would like the City Council, on behalf of the citizens of Ramsey, and personally, to join
me in commending Jim Singewald for a job well done; a job, in fact, that would not have
been accomplished otherwise.

I should also like to make Council aware that we have received a' check in the amount of
$3,000 from the Sanifill-D.A.R.E. program, which check is our share ora golf
tournament held this summer for the benefit of the Ramsey and Elk River
~~ (see attached). Jim worked closely with Terry Miller and was actively
~~~uctive effort.
Chief, Ramsey Police
