Also Present: City Engineer Steve Jankowski Zoning Administrator Sylvia Frolik CALL TO ORDER Chairperson Bawden called the public hearing to order at 7:45 p.m. PRESENTATION City Engineer, Steve Jankowski, stated that a grading and ~qlling permit was not obtained by Mr. John Peterson who is the owner of the Northeast Quarter of the Northeast Quarter of Section 9. There has been an access road in existence since I989, however in October of 1996, Mr. Peterson widened and leveled the road surface by utilizing borrow material from his property. The current roadway is approximately 20 to 21 feet wide and it appears that the amount of fill placed varies from a couple of' inches to as much as two feet. A 12-inch corrugated plastic culvert was installed in I992, but leveling of the roadway has resuked in impeded water drainage from west to east. As a result of existing conditions requiring a mining and grading permit, three conditions are recommended as follows: The applicant be required to re-establish natural drainage by replacing the existing 12- inch culvert, with a 15~inch smooth interior culvert.
