Mr. Skinner acknowledged <br />he is no longer a resident of Ramsey as he has relocated to Coon Rapids. <br /> <br />Commissioner Droegemueller inquired about when Commissioner Skinner's term expires, adding the <br />position might wait until re-election. Mr. Boos responded that advertisement for a vacancy needs <br />to be published no matter when the term expires and/or a reappointment would transpire. <br /> <br />Motion by Commissioner Johns and seconded by Commissioner Droegemueller authorizing staff'to <br />place an advertisement in the Ramsey Resident for Commissioner Skinner's position on the Park & <br />Recreation Planning Commission. <br /> <br />Motion Carried. Voting Yes: Chairperson Cook, Commissioners Johns, Droegemueller, LaMere. <br />Voting No: None. Absent: Asfahl, Ostmm, and Skinner. <br /> <br />Case #2: Mississippi National River and Recreation Area (MNRRA) Presentation. <br /> <br />In 1988, the MNRRA was established as a unit of the national park system. It was established by <br />Congress to (1) protect, preserve, and enhance th6 significant values of the Mississippi River corridor <br />through the Twin Cities metropolitan area, (2) encourage coordination of federal, state, and local <br />programs, and (3) provide a management framework to assist the state of Minnesota and units of <br />local government in the development and implementation of integrated resource management <br />programs and to ensure orderly public and private development in the area. <br /> <br />With a MNRRA Comprehensive Management Plan in place as of 1995, the next step probably of the <br />most interest to Ramsey would be appropriate of funds by Congress to aid in the construction of trails <br />and related facilities within the 54,000 acre corridor. Park Service planner and landscape architect, <br />Susan Overson presented examples staffofthe National Park Services (NPS) have formulated. She <br />also addressed questions Commission members posed. <br /> <br />Ms. Overson provided a visual simulation of proposed trail/open space corridor through the Twin <br />Cities Mississippi River Corridor. The simulation is available as a tool to present possible trail <br />scenarios and design treatments and to local and county Planning, Park and Recreation Divisions for <br />trails and open space planning. <br /> <br />There are two levels of compliance related to the MNNRA. Tier One refers to the State Critical Area <br />Plan. The NPS is providing funding to help address issues related with completion of critical area <br />plans in indMdual communities. Tier Two is strictly voluntary and provides opportunities to consider <br />and/or update land plan incentives which are potentially available for participants. Deadlines for <br />submission of MNRRA funding applications have been extended. A publication of guidelines entitled, <br />"A Local Government's Guide to Conformance with the MNRRA Comprehensive Management Plan" <br />is available to communities. <br /> <br />Park and Recreation Commission/December 12, 1996 <br /> Page 5 of 9 <br /> <br /> <br />
