6.3 <br /> <br />6.4 <br /> <br />Effective January 1, 1997, there will be come changes in the channel <br />line-up. A list of those changes was attached to the November packet. <br />Some of these changes includes; Fox is moving from channel 29 to <br />channel 10, Corne&j Central will be moving next to Nickelodeon and <br />The PreVue Guide and Sneak PreVue will be merging together on a <br />split screen. <br /> <br />CONSIDERATION OF RATE INCREASES <br /> <br />Effective January 1, 1997, Meredith Cable will be adjusting equipment <br />rates as well as rates for both Basic and Preferred Service levels. <br />Enclosed with the November packet were both the FCC 1205 and 1210 <br />forms. <br /> <br />The FCC 1205 form showed the rate change for equipment and the FCC <br />1210 showed the rate change for service. <br /> <br />Donnelly-Cohen stated that as the Commission may recall last year, a <br />number of channels migrated from the Preferred Service to the Basic <br />Service. The FCC 1210 Form calculations reflected significant increases <br />in the Basic tier rate, with a decrease in the rate for Preferred Service. <br />Rather than increase the rate on Basic, the Cable Commission and the <br />Company agreed to a revenue- neutral shift in rates. Attached was a <br />copy of the resolution and calculations for a revenue shift for this year. <br /> <br />The Commission must either approve or deny Meredith's proposed <br />increases, or adopt a Tolling Order within 30 days. Meredith Cable <br />requested is requesting that they be allowed to implement the new <br />rates for Basic, Equipment and Other Fees at the same time as they <br />adjust their Preferred tier on January 1, 1997, subject to rollbacks and <br />refunds. Specifically, in the event that the Commission has not <br />completed its assessment of the proposed increases within the 30-day <br />review period, Meredith Cable is requesting that the Commission <br />adopt both a Tolling Order permitting the Commission to continue its <br />review of the increase and an interim order permitting the increases to <br />go into effect January 1, 1997, subject to rollback and refunds. Meredith <br />will keep records regarding payments of the increased rates so that, in <br />the unlikely event that the Commission's review subsequently <br />concludes that a rollback and refunds are warranted, refunds can be <br />made back to January 1, 1997. <br /> <br />Motion was made by Nagel, seconded by Jacobson to approve the <br />toiling order to be effective January 1, 1997. <br /> <br />7 ayes - 0 nays.
