3.2 REQUEST TO PURCHASE DIGITAL EQUIPMENT O'Connell began by reviewing the Memorandum of Understanding (MOU) that the Cable Commission entered into with Meredith Cable in December of 1994. In the that agreenment was a provisions that included a payment of $50,000 for equipment replacement at the time the of a transfer of ownership. O'Connell stated that every year QCTV is suppose to get $20,000 for equipment replace fund, but for the past couple of years 'the funds have remained in the Commission budget for government channel use for new equipment. O'Cormell also stated that he would like to use half of the money received for a non-linear computer editing system. O'ConneI1 presented prices for two different non-linear computer editing systems. The PC based "FAST Video Machine" and the Macintosh based "MEDIA 100", both systems have been thoroughly investigated by QCTV - 15 staff members and some specifics on both editing systems were presented as part of Robb Tronson's report. Board Members discussed the options and approved that O'Connell purchase the FAST Video Machine non-linear computer editing system on a 3 to 6 month balloon, when that time frame is up to pay off the remaining balance owed. Motion was made to APPROVE THE PURCHASE OF A NON-LINEAR COMPUTER EDITING SYSTEM WITH THE OPTION TO LEASE AND NOT TO EXCEED A TOTAL COST OF MORE THAN $26,000. 6 ayes - 0 nays. Motion carried. OLD BUSINESS - 4 4.1 ADVERTISING AT THE ICE FORUM IN CHAMPLIN O'Connell stated that he is asking the Board to approve the advertising at the Champlin Ice Forum. O'Connell believes that QCTV is going to have a large number of appearances at the Ice Forum and is a good way to get QCTV exposure. O'Connell also included in the packet comments from Bruce Chaffee, Sports Producer and Bruce Frank, Host of Breakfast with the Coaches.
