Councilmember Peterson asked the appropriate place to add such a clause. City Attorney Goodrich stated that it could be added to the ordinance or adopted as City policy on a separate resolution. If it is added to the ordinance, he would suggest a new Section 2 within the franchise fee section. Motion by Councilmember Peterson and seconded by Councilmember Beyer to table this matter and direct staffto prepare a draf~ ordinance that includes a section to dedicate the increased revenue for the sole purpose of sealcoating improvements. Case #8: Report from Road and Bridge Committee 1) 2) 3) 4) s) Review of Plans for Speed Limits n Sunwood Drive Approve Mn/DOT Preliminary Plans for Trunk Highway #47 Work Scheduled for 1999 Update on T.H. #47 Local Initiative Project Well Head Protection Joint Powers Agreement Discussion of Policy for Processing Traffic Calming Requests City Administrator Schroeder reported that the Road and Bridge Committee did not meet due to lack of a quorum but requested Council review of the first three items. 1) Review of Plans for Speed Limits n Sunwood Drive City Engineer Jankowski reported that two new segments have been completed on Sunwood Drive. Both are largely unposted except for the portion in Wood Pond Hills, which is posted at 30 mph. at the time the subdivision was constructed. The road design is for 40 mph., and state statutes allow unposted portions of the highway to be either designated 50 mph in rural areas and 30 mph in urban areas. In order to post the 30 mph speed limit, the City wilt have to petition Mn/DOT for a speed study, and he would recommend petitioning a posted speed limit for the entire segment of Sunwood Drive fi.om CountyRoad 5 to County Road 57. The study will determine the speed most motorists drive on good road conditions. Councilmember Beyer suggested posting a speed limit of 30 mph until the study is completed. City Attorney Goodrich stated that the City would have to have the proper authorization to post the speed limit. Councilmember Peterson asked how long it will take for the study to be completed. City Engineer Jankowski responded a month or more. The biggest consideration is dry roads. Mn/DOT will not conduct a speed study if there is snow on any portion of the road.
