Jankowski, P.E., City Engineer <br /> <br /> Background: <br />As you may recall at the November 26, 1996 meeting, the City authorized participation with <br />Anoka County to investigate the cost of performing a county-wide wellhead protection plan. <br />Wellhead protection plans for all public water supplies were required as a result of Minnesota <br />Department of Health Rule No. 4722. Plans require, among other things, that the area <br />contributing to the recharge area of each well be defined, .and the assessments of each well's <br />vulnerability be made. You will recall that our participation in the Joint Powers Agreement was <br />limited to ascei'taining the cost of Ramsey's share of such a joint project. The joint power <br />agreement also defined the City's share, if we choose to participate, at 4.8 percent of the total <br />estimated cost of between $100,000 and $200,000. It was the plan to hire a qualified consultant <br />~to perform the work. <br /> <br />On January 23, 1997, the Anoka County Municipal Wellhead Planning Group met to review <br />statements of qualifications by consultants. At that meeting, we were informed by the Minnesota <br />Department of Health that they would offer the resources of their organization in preparing the <br />plan, as a result of funding that was made available to their agency by the Safe Drinking Water <br />Act re-authorization. The planning group approved a motion accepting this offer. Attached is a <br />letter from Bob Hutchinson, Anoka County Health Department, and a proposed work plan <br />prepared by Minnesota Department of Health summarizing this proposal. <br /> <br />Committee Action: <br />In accordance with the letter of request from Robert Hutchinson of Anoka County Health <br />Department, it would be appropriate to recommend that City Council pass a motion to (1) ratify <br />the Joint Powers Agreement recommendation to discontinue the Phase I consultant selection <br />process and (2) authorize commencement of Phase II work set forth in parts 1, 2, and 3 of the <br />Minnesota Dep.artment of Health proposal at zero cost to the City of Ramsey. <br /> <br />Reviewed by: <br />City Engineer <br /> <br />RB:02/11/97 <br /> <br />\shared\councilc\wellhead.doc <br /> <br /> <br />
