STREET LIGHTING POLICY

Purpose:

It shall be the purpose of thc policy to provide a rational basis for thc location, type and method of
financing of municipal street lighting w/thin the City.

Background:

Two d_istinct classifications of street lighting are acknowledged. Priority arterial street lighting
consists of lights placed at key intersections and other priority locations within the City. The chief
benefit from this type of lighting shall be for improving safety at the intersection and as a
navigation a.id to motorists, Because of the general nature of the benefits from this type of lighting,
it shall be £manced through the City's general fund.

Subdivision lighting is the second classification of street lighting. The major benefits from this
type of lighting is increased pedestrian safety, particularly in areas without sidewalks, and
increased crime prevention. These benefits occur chiefly to residents of the subdivision, who
should be involved both in the decision to provide such street lighting and the financing of the
system.

Priority Arterial Street Lighting:

Priority arterial street lighting locations shall be limited to intersections at the state trunk highways,
county roads and arterial city streets. Sequential priority levels shall be established which shall
generally utilize traffic volumes as the chief criteria. However, other criteria affecting priority shall
include a) high frequency of nighttime accidents; b) marked pedestrian crossings at schools and
parks; and c) unusual sight lknitations. The City Engineering and Police Departments shall jointly
establish, maintain and periodically review the priority locations listed below:

Prioriw A - VeW Much Needed

Co.
