I I I I I I I I I I I I I I I I I I I Council Business Mayor Gamec called the regular portion of the City Council meeting back to order at 7:37 p.m. Case #2: Proposed Grant from Minnesota Initiative Fund for the Vision-Ease Lens Facility Mayor Gamec adjourned the regular portion of the City Council meeting at 7:37 p.m. in order to conduct the public hearing. Public Hearing Mayor Gamec called the public hearing to order at 7:37 p.m. Presentation City Administrator Schroeder stated that the State has a new program to provide funding in order to encourage economic development. The City of Ramsey has been requested to apply for pass- through funds to provide assistance to Vision-Ease Lens in the amount of $100,000. This would assist the company in the purchase of new equipment. The grant would be based on the retention of jobs and creation of new jobs. The company has committed to the creation of 30 new jobs with an average wage of $10 per hour, excluding benefits. In addition to the new jobs that will be created, the company will also retain over 208 jobs. The program is funded by the Department of Trade and Economic Development (DTED). Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to close the public hearing. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Beyer, Beahen and Haas Steffen. Voting No: None. The public hearing closed at 7:46 p.m. Council Business Mayor Gamec called the regular portion of the City Council meeting back to order at 7:46 p.m. Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to adopt Resolution ~qt97-01-038 authorizing the submittal and execution of the grant application for the Vision-Ease Lens Project. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Zimmerman, Beyer and Haas Steffen. Voting No: None. Case #3: Introduce Ordinance Extending Cable Franchise City Administrator Schroeder stated that this case is to discuss extending the existing cable franchise. He noted the Continental/US West merger affects several cable franchises in the Metro Area. QC-qW is one of the smaller franchises but it had the earliest renewal date. The Cable Commission has requested that the operation extend the existing franchise term to allow for some of the larger cable commissions to negotiate new franchise agreements prior to QCTV having to do so. The cable operator has agreed to an extension to September 1998. City Council/January 28, 1997 Page 7 of 11
