I <br />I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #97-02- <br /> <br />RESOLUTION IN OPPOSITION TO PROPOSED LEGISLATION REGARDING <br />PLAT APPROVALS <br /> <br /> WHEREAS, on February 3, 1997, the City of Ramsey received correspondence from <br />Anoka County Commissioner Dennis Berg regarding a legislative proposal supported by Anoka <br />County; and <br /> <br /> WHEREAS, said proposal, if passed into law, would require County Board approval of <br />certain plats prior to building permit approval; and <br /> <br /> WHEREAS, said approval within the proposed legislation could become protracted, <br />expanding time frames for the development process; and <br /> <br /> WHEREAS, the County of Anoka currently has input into plats adjoining and accessing <br />County rights-of-way which includes the opportunity to impact plat design relative to County road <br />access issues; and <br /> <br /> WHEREAS, it is the sole responsibility of incorporated municipalities to provide for land <br />planning within corporate limits with all of the rights and responsibilities incumbent with that <br />legislative mandate; and <br /> <br /> WHEREAS, the City of Ramsey has provided for the planning and administration of <br />hundreds of subdivision plats throughout its history; and <br /> <br /> WHEREAS, legislation providing for additional government approval within the <br />development process is unnecessary, potentially unduly burdensome, time consuming, and costly. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the City of Ramsey, for its part, has always taken care to observe the comments of the <br />County Highway Department in reviewing such plats, and has taken extra measures to <br />assist the County in controlling future development including: <br /> <br />Requiring developers to dedicate right-of-way widths which conform to County <br />width requirements on County Roads; <br /> <br />Requiring developers to surrender substantial rights of access to the County on <br />portions of plats which abut County roads; <br /> <br />Requiring developers to observe County design standards for sight distances in <br />locating intersections to County roads. <br /> <br />2) <br /> <br />That the Ramsey City Council strongly urges its representation in the legislature to decline <br />to sponsor or support the legislation proposed by the Anoka County Board. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br /> and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />and the following voted against the same: <br /> <br /> <br />
