I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />COMPREHENSIVE PLAN AMENDMENT <br />By: Zoning Administrator Sylvia Frolik <br /> <br />CASE #: ~ <br /> <br />Background: <br /> <br />Per Council's direction on February 11, 1997, you are being provided with a copy of the <br />draft Land Use and Transportation elements of the Comprehensive Plan Amendment <br />worked on by the previous City Council. The plan amendment was fraught with delays <br />and therefore was never put to a public hearing and forwarded to Metro Council for <br />approval prior to the new Council taking office in January. (The draft comprehensive plan <br />amendment is included in your agenda packet.) <br /> <br />Observations: <br /> <br />This Council has suggested the need to update the Comprehensive Plan to establish some <br />standards for creative neighborhood planning and the transition between rural and urban <br />densities. <br /> <br />Recommendation: <br /> <br />If Council designates the remaining 1997 CDBG funds for planning purposes, it should be <br />used to solicit assistance in writing a housing element for the Comprehensive Plan. This <br />housing element should establish a guideline or theory for future housing and development <br />and the actual implementation would take place with the addition of performance standards <br />in the Zoning Chapter clf City Code. Following the formulation of a housing element, City <br />Council should review the land use and wansportation elements drafted by the previous <br />Council for compatibility with the housing element. All three elements would then be <br />subject to a public hearing and forwarded to Men'o Council for approval. <br /> <br />Council Action: <br /> <br />Will be based on your discussion. <br /> <br />Review Checklist: <br />CC: <br /> <br />City Administrator <br />2/25/97 <br /> <br /> <br />
