Officer <br />initiated citations for snowmobile violations total 24. <br /> <br />Between February 1 and February 19, there were four citizen complaints. Of these four <br />complaints, one was an anonymous call of snowmobiling in River's Bend Park. The other three <br />calls were from citizens who gave their names to the dispatcher. Of these three, one reported a <br />speeding snowmobile on a City s~eet and did not want to be seen by an officer. The remaining <br />two reported snowmobiles being operated on their private property and both complaints were <br />founded. The locations of these four complaints varied across the City. <br /> <br />Officer initiated citations between February 1 and February 19 number six. One of these citations <br />was issued to an individual operating a snowmobile in River's Bend Park, but not directly <br />incidental to a citizen report received during that time period. The remaining five were issued to <br />individuals operating snowmobiles at Rum River Hills Golf Course at 167th and T.H. #47 and <br />were a direct result of deliberate enforcement due to calls from the owners who had concerns about <br />significant property damage to the greens should the level of snowmobile activity on the property <br />not be reduced. <br /> <br />The Police Department will be putting together for Council a detailed activity report at the end of <br />the season which will include not only the total numbers of complaints and citations, but a <br />breakdown of the data to try to identify the following: <br /> <br />· Types of violations <br />· Time frames - weekends, after school, after hours specified in City Ordinance, etc. <br />· Drivers - residents, people from out of town, ages, proximity to operator's residence <br />· MUSA versus Rural violations <br />· Safety versus annoyance type violations <br />· Trespass/property damage versus annoyance type violations <br /> <br />This information should aid Council in determining whether or not to modify the City Code and/or <br />the Police Department's policies on patrol and enforcement. <br /> <br />Council Action: <br /> <br />Based upon discussion <br /> <br />Reviewed by: <br /> <br />Police Sergeant <br />City Administrator <br /> <br />CC: 02/25/97 <br /> <br />/jmt <br /> <br /> <br />
