Necessary knowledge, skills and abilities. <br />The only notable variation from Ramsey's job description in the knowledge, skills and <br />abilities necessary to perform the duties is in the Anoka job description, which requires <br />knowledge of local geography. <br /> <br />Minimum requirements. <br />All the job descriptions, including Ramsey's, require a valid driver's license. Some also <br />specify a good driving record. All the descriptions also require law enforcement training <br />that would qualify the applicant for licensing by the Minnesota Peace Officers Standards <br />and Training (POST) Board. Most, including Ramsey, require the finalist to pass a <br />physical examination. Some require emergency medical training. A few require <br />proficiency in personal computers, and one requires a maximum response time of 20 <br />minutes. <br /> <br />Ramsey's current job description does not include an education requirement beyond that <br />needed to obtain POST licensing. Two of the other job descriptions require an associate <br />(two-year) degree in law enforcement. Fourteen say they require a bachelor's degree in <br />law enforcement or a related field, but six of those cities will accept some combination of <br />training and experience as a substitute. In reality, than, fewer that half insist on a degree. <br /> <br />The average requirement for law enforcement experience is seven to ten years (Ramsey <br />requires seven), with three to five of those being in supervisory positions (Ramsey <br />requires three years supervising uniformed officers. <br /> <br />Preferred qualifications. <br />One city would prefer the finalist have a bachelor's degree. Four list a master's degree in <br />law enforcement or a related field as a preferred qualification. Three prefer someone who <br />has experience as a police chief or public safety director. <br /> <br />INTERVIEWS WITH POLICE PERSONNEL AND CITY COUNCIL <br /> <br />There was surprising consistency in the information collected through interviews with <br />Police Department personnel and elected officials. For that reason, the source (group) of <br />the information will be noted only when it differs appreciably between groups. <br /> <br />Perceptions of current Police services in Ramsey <br />Without exception, patrol officers were of the opinion that the City should not expand the <br />current level of service unless the Council authorizes additional staffing. Several noted <br />that there is a difference between what the community wants and what it needs and is <br />willing to pay for. There seemed to be consensus that it is better to do a few things well <br />in the department than to do a number of things badly. <br /> <br /> <br />
