be placed in the parking lot. Mr. Boos talked about safety liability issues associated with offering
more subtle trail lighting. Suggestion of a timed lighting system was offered for consideration.

Case #3: Prioritize Alpine Parks Addition

City Council will make a decision regarding the land sale on Tuesday, January 14th.

Mr. Boos distributed copies of a sketch of the area to be developed with surrounding housing.
Associated costs were reviewed via a preliminary draft budget.

A more detailed park plan will be developed in the near future which will include a two-level park
building. The building could be multi-functional providing garage space (underneath) for park
maintenance equipment and a meeting area (on the upper level) which could be divided by a curtain.
Mr. Boos talked about functional design specifications and associated reasoning. In response to
Commissioner Droegemueller, Mr. Boos clarified soft touch areas.

Phase One of the plan was over viewed as well as additional phases. Commissioner Johns confirmed
four tennis courts in Phase Three. Phase Four includes a possible future interpretive center.
Commissioner Droegemueller commented about prospects of businesses contributing funds/donations
for warming house costs and others associated with the park. There would be a possibility of using
the park building as a community center. Mr. Boos concurred.

Mr. Boos invited comment on the stated Phases fi-om Commission members. Commissioner
Droegemueller affirmed the plan. Mr. Boos clarified the phases do not constitute a five-year plan,
but rather a plan of approach. Commissioner Johns acknowledged that Phase One contains absolutes,
adding the rest of the phasing makes sense.

Commission members concurred the phasing plan is in relative order. Commissioner Droegemueller
referred to Phase One, wondering if the shelters might be excluded given consideration of a potential
park building. Commissioner Johns referred to desires/input of residents for development or passive
use items (i.e. shelters). She questioned positioning of the shelters, however. Discussion continued
about prioritization of shelter placement if only one shelter is built.

COMMISSION INPUT

Mr. Boos talked about a meeting sponsored by the Anoka county Department of Parks and
Recreation. This meeting will be held on Tuesday, January 14th from 7-9 p.m. at the Bunker Hills
Activities Center. The .Rum River Central Regional Park Master Plan Concept will be the topic of
this meeting.

Commissioner Johns reminded residents about the current opening on the Parks and Recreation
Commission. (This opening is replacing the recent resignation of Commissioner Skinner.)

Park and Recreation Commission/January 9, 1997
Page 4 of 5

I
i
I
I
i
I
I
I
I
I
I
I
I
I
I
!
I
I
I
